Look at your MTU (Maximum Transmission Unit) configuration for the network.

Basically, if your MTU is too high, the packets need to be fragmented
to pass over networks with smaller MTU's, and unfortunately a lot of
networks and protocols (like IPSEC for example) just don't handle
fragmentation well. Bringing the MTU down to 1400 or 1350 usually
helps to avoid fragmentation. No idea how you'd do this in OpenBSD
though.
