You can't shape incoming traffic for the same reasons that you can't
control who drops mountains of junk mail in your mailbox. Controlling
incoming traffic is called policing, not shaping. You can use traffic
policing to "shape" incoming traffic by making use of flow control in
TCP/IP. By making the sender think you're dropping packets because
you're too busy to handle them, it will start sending you data at a
slower rate. See the lartc for details.
